The Community and Economic Development Department stimulates economic activity by offering a diverse range of value-added business programs to build, revitalize, and sustain a quality community for Phoenix businesses and residents.

Roberto E. Franco is the founder of Phoenix Community Development and Investment Corporation (PCDIC), serving as its President and CEO, as well as Vice Chair and voting Board member.   As the Assistant Director of Community and Economic Development at the City of Phoenix, he created PCDIC, in 2002, as a 501(c)3 nonprofit corporation and pursued New Markets Tax Credit (NMTC) allocation.  Under Mr. Franco’s leadership, PCDIC has been awarded $263 million in NMTC allocation; he has been a lead negotiator in the closing of $280 million in NMTC loans. Mr. Franco is well experienced in working with service, manufacturing, telecommunications, back-office operations, and retail companies. He has negotiated contracts with Fortune 500 executives, site selection consultants, CEOs, bank presidents, local, state and federal governmental entities.

Prior to moving to Phoenix, he served as Director of Economic Development for the City of El Paso, Texas for over 10 years.   In addition, Mr. Franco was employed in the private sector at Brown & Root Services Corp, serving as Business Manager to administer a $40 million contract with the U.S. Dept. of Defense, at Ft. Bliss, Texas. Mr. Franco graduated from the University of Texas at El Paso, with a Bachelor of Business Administration degree, with a major in marketing and accounting. He received his Masters of Business Administration, also from the University of Texas at El Paso.
